YSR REDDY – AN ILLUSTRIOUS ANDHRA CHIEF MINISTER OF CONGRESS WHO REVIVED CONGRESS BACK TO POWER IN AP AND IN UNION GOVERNMENT, BY HIS SIMPLE AND TRANSPARENT POLICIES TO REVIVE AGRICULTURE AND CONTROL PRIVATISATION AS IT AFFECTED INDIAN ECONOMY – A MESSAGE TO ALL CHIEF MINISTERS TO CAUSE ECONOMIC GROWTH BUT NOT AT THE COST OF POOR AND AGRICULTURE – CLARIFIED MESSAGE MORE CLEARER AT HIS UNTIMELY ACCIDENTAL DEATH IN NALLAMALA FOREST AREAS ON 3 SEPTEMBER 2009 IN A COPTER CRASH – A TRIBUTE –( BY DR. Yeduguri Sanditi Rajasekara Reddy (1949 – 2009) was born on 8 July 1949 at Pulivendala OF KADAPPA DISTRICT in Royalaseema part of Andhra Pradesh. An MBBS from N R MEDICAL COLLEGE OF GULBARGA (Karnataka), and after house surgeoncy at S.V. MEDICAL COLLEGE at Tirupati (AP) worked as a Medical officer at Jammalamadugu mission Hospital.
In 1973, he started a 70 bed charitable hospital in the name of his father Y S Raja Reddy. Then he developed a Polytechnic & a degree college at Pulivendala and it was handed over to Loyola institutions, as a matter of philanthropy.
Being an evolved good Christian person with good business sense, entrepreneurial skills and basically a transparent man, got into the hearts of poor man and under privileged, as a congress political worker, in 1978.
People trusted him and also he worked with congress party in all trials and tribulations followed consistently and that earned him a great respect in party ranks, though he had a share of his own adversaries, but they could do little harm to his pursuit of single-minded devotion to bring back to power the Congress party in AP in 2004, by his 1500 kilometer ‘pada yatra’ visiting rural households and talking to people in AP and brought down by dislodging already established ‘Telugu Desam Party(TDS) from power.
Thus Congress party replaced, after 10 years of political wilderness of congress wrought by N.T. Rama Rao, founder of TDS. That has won him great admiration in all India Congress circles, personal approbation and admiration of Mdm. Sonia Gandhi, president of all India congress party.
In his 25 years in political career he served as president of AP Congress Party, in 1980-83-85 and 1998-2000. He was a Minister of Rural Development, Medical and Education in AP. He contested four times as MLA and four times as MP, in his political career. He came to power as Chief Minister in 2004 and in 2009 in AP out witting TDP.
He is a champion of causes of masses, He has stentorian voice. He voiced issues of several millions of voiceless people. Orchestrated man’s struggle, forced governments to retract anti-people steps.

Highlighted issues of weavers, dalits, women, peasants, Muslims, down trodden and tried to get reliefs for them. That has won him love of poor people. That one could have seen at Hyderabad on September 4, 2009 when they paid their tributes to his dead body, before being flown to Pulivendula where he would be buried finally.

A modest man has been reflecting spirit of true Indian values of life. He dresses himself with hand loom or Kadhi cloth. Speaks from core heart in simple language even an unlettered man can understand.
He has been highly demanding on bureaucrats to make them to do proper duties in service of people. He does not tolerate hypes, and flamboyance in communications. He never ran after publicity and he insists proper and careful governance lest a poor man is affected.

Believes, human life is god given boon to be shared with others while serving less privileged. He says ‘don’t count the number of years you want to live. Ask yourself how much you have done to society at large with whatever opportunities God have given you.’

Pioneered social security pensions to the needy in the first week of every month in AP.
He knows 75% of people of India live or depend on and by agriculture. Expected most of administrative effort should be that way be focused. He feels the pulse of people. He is very effectively overseeing whether bureaucracy doing its bit properly. He works very hard and he expects every government servant should work very hard to help people.

He started Rajiv Palle Bhata – a mass contact program. He visits areas even if areas are not able to reach by motor cars. He started Rajiv Nagara Bhata. This is to emphasize rural and urban economy development. He harnesses information technology and biotech.
He always emphasizes total transparency in all transactions. He believes that he is a custodian of peoples’ trust that he treats as most invaluable.

His e sudden end came to him on 3 September 2009, say after 100+ days after he won 2nd election to state and Lok Sabha election.
He took to ‘Rajiv Palle Bhata’. He wanted to over see whether his schemes are properly implemented by public servants. He is an exemplary person to every chief minister in the country and that way he left his foot prints on the sands of time.(Ends)

Lord Penzance said - ‘Procedure is but the machinery of law after all – the channel and means whereby law is administered and justice reached. It strangely departs from its proper office where in place of facilitating, it is permitted to obstruct and even to extinguish the legal rights and is made to govern where it ought to subserve’. That way Constitution of a country is written, leaving a little space for latter people in power not to misuse by constitutional changes, that way is our Indian Constitution is made of, just to ensure democracy survives longer than normal life term – Americans achieved in their democratic constitution of 17th century!. So too Britain (present UK) by their parliamentary democracy in a unwritten Constitution, as most English go by path of rule of law, whatever the situation is.
It seems in India, of late Rule of law is causality. Parliament went on amending the basic constitution, on flimsy reasons. So Lord Mansfield said, ‘Law would be a strange science if it is rested solely upon cases.’
Problems increased in India after the constitution was amended to provide ‘Reorganization of States’. Yes you created so many states. It may appear to be needed but truly speaking it created more and more problems in governance of the country, just because every state stared questioning the propriety of Indian Constitution, and hence Supreme Court has to intervene several times, like CJI Sabharwal, in a constitutional bench struck down most of statutes brought under Schedule IX of the Constitution, just because parliamentarians due to pressure from their state legislatures never wanted Judiciary to strike down the strange statutes, just to subserve interest groups, contrary to principle of equality of law.

See now union minister of telecom Raja does not want to resign though it is a settled law, that a CBI enquiry is instituted on a ministry for any charges, just to see investigations smoothly proceed. His Party no doubt made money through Spectrum allocations due to this man’s earlier ministership in the previous government from 2004-09, when 2001 rates for licenses were fixed but in 2009 this man grants the same 2001 prices to bidders without taking care of national interests, by simply saying PM’s tacit support is there, which clearly shows this minister is for some personal gain at the cost of the Nation, amounting to a loss of Rs.60, 000 crores loss to National Exchequer. His action itself is surely against the National interest. See C M of T N Karunanidhi wants to protect this man, as he seems to be culpable, as alleged by a lot of opposition leaders.

So these kinds of activities by different political parties erode confidence of people all over India. Say UP CM Mayavathi and her activities will soon kill her party. So many regional parties, like NCP, Shiva Sena, and other splinters, and like this in very state, even BJP, CPI,CPM etc., lost credibility to cite a few, due to many parties’ sinning.

I cite a statement of a polit bureau member Bimal Bose of CPM ‘we are going wrong and the results are showing (in elections). Unless we set focus right, we will go downhill and the party will not allow that. Let the opposition do whatever it wants, but we know that the people are with us (some consolation art of statement). However we have noticed that at the grass roots level, there is total confusion and the masses are being fed wrong ideas. Our comrades have become too complacent.’

We all know they (CPM) had 32 years mandate in WB, IT HAS BECOME MOCKERY OF ITSELF. IT WAS BEING FURTHER HUMBLED IN parliament now with 16 Left MPs while Trinamool got 20MPs out of 42 MPs sent by WB. What do we call this situation as ‘waning’ or ‘waxing’? So too BJP fared in the latest Lok Sabha poll. All these are products of sinning by parties and direct impact is nation is losing strong opposition party to correct the ruling governments. Governments will soon become arbitrary so too the bureaucrats. You saw the other day at Nagpur chief commissioner of Income Tax is booked for disproportionate wealth by CBI.
All these again show how the parties are being shoed by people just because people are very much confused, as to what is happening, a very sad situation unless parties buckle up and cleanse themselves right earnest they will sooner or later just fade away into oblivion, again sad to very sad situation, is it not sirs!(Ends)
